<p class="wp-block-paragraph">Siemens has built something real. Real industrial reach. Real data gravity. Real presence across manufacturing, energy, mobility and healthcare. The most credible industrial ecosystem of its generation &#8211; built over decades, not months, on relationships and infrastructure that competitors cannot simply replicate.</p>



<p class="wp-block-paragraph">And yet.</p>



<span id="more-23051"></span>



<p class="wp-block-paragraph">Paul Hobcraft&#8217;s recent work on the <strong>Intelligent &amp; Integrated Business Ecosystem (IIBE) framework</strong> &#8211; his most thorough evaluation of Siemens to date over two posts &#8220;<a href="https://paul4innovating.com/2026/04/19/siemens-and-the-dual-force-model-is-a-great-case-study-for-building-ecosystems/" title="Siemens and the Dual-Force Model"><strong>Siemens and the Dual-Force Model</strong></a>&#8221; and <strong>&#8220;<a href="Siemens: an IIBE Evaluation of their Industrial Ecosystem" title="">Siemens: an IIBE Evaluation of their Industrial Ecosystem</a></strong>&#8221; provide a great case study for building Ecosystems &#8211; names a gap between what Siemens has built and what it needs to become. </p>



<p class="wp-block-paragraph"><strong>The ingredients are there. The architecture that turns those ingredients into a self-improving system is not. </strong></p>



<p class="wp-block-paragraph">By self-improving, this means a dynamic where insights from one part of the ecosystem do not just pile up locally &#8211; they move across boundaries, trigger new patterns elsewhere, and return with higher-order value. The system improves itself faster than any single node could on its own.&nbsp;Xcelerator distributes products and capabilities. It does not yet move intelligence across sector boundaries. Option debt from acquisition-led growth is currently manageable. Until it is not. The governance model for artificial intelligence (AI) recommendations crossing organisational boundaries does not yet exist at the scale that Siemens&#8217; own technology roadmap will soon require.</p>



<p class="wp-block-paragraph">Three gaps. Each architectural. Each clearly named.</p>



<p class="wp-block-paragraph">What Paul&#8217;s diagnosis opens &#8211; and what this piece tries to answer &#8211; is a different kind of question. How would Siemens know, from its current governance signals, when it is approaching the point where each of those gaps becomes consequential? Not eventually. Specifically. In time to act.</p>



<p class="wp-block-paragraph"><strong>When averages stop telling the truth</strong></p>



<p class="wp-block-paragraph">Most monitoring systems are built to read the whole picture evenly. They average performance across all dimensions. They track progress against targets. This feels rigorous. It often is. But trouble never arrives evenly.</p>



<p class="wp-block-paragraph">A recent paper in the <em>Journal of the American Statistical Association</em> makes the point precisely. Standard evaluation systems treat all outcomes as equally important. But decision-makers are never equally interested in all outcomes. What matters is concentrated near thresholds &#8211; the zones where a gap stops being a design challenge and starts being something that reinforces itself.</p>



<p class="wp-block-paragraph">A monitoring system calibrated for average accuracy is therefore systematically blind at the point where it most needs to see.</p>



<p class="wp-block-paragraph">And success makes this worse. When an ecosystem is performing well across most dimensions, averaged dashboards look healthy. The approach to a specific threshold &#8211; one narrow zone where the architecture begins to work against itself rather than for itself &#8211; stays invisible. Until the signal is no longer weak.</p>



<p class="wp-block-paragraph">Siemens&#8217; governance is built for a successful ecosystem. The question is whether it is tuned for the threshold zones that will determine whether the next phase accelerates or levels off.</p>



<p class="wp-block-paragraph"><strong>Three thresholds worth watching closely</strong></p>



<p class="wp-block-paragraph">Below a certain level of ecosystem scale, the absence of a cross-sector intelligence pathway is an inefficiency. Innovation accumulates in silos rather than flowing across them. The cost is real but bounded. Value still accumulates. Partners still benefit.</p>



<p class="wp-block-paragraph"><em>The orchestration inflection point.</em></p>



<p class="wp-block-paragraph">Above that threshold, the dynamic inverts.</p>



<p class="wp-block-paragraph">Scale becomes a liability. The centre cannot process and redistribute intelligence fast enough. Partners begin to sense &#8211; without being able to name it precisely &#8211; that their contributions flow in without equivalent intelligence returning. Local optimisation starts to look more rational than shared investment in ecosystem learning. The self-reinforcing dynamic that the Dual-Force Model promises begins to fragment before it has fully formed.</p>



<p class="wp-block-paragraph">That transition has a specific zone of approach. The signal that locates you relative to it is not total platform usage or partner count. It is the ratio of partner-to-partner interactions through Xcelerator relative to hub-to-partner interactions. If that ratio is growing, the ecosystem is beginning to self-organise. If it is stable or declining &#8211; regardless of how impressive the headline metrics look &#8211; the orchestration threshold is closer than the numbers suggest.</p>



<p class="wp-block-paragraph">Averaged platform data will not answer this. That ratio, monitored specifically near the threshold, will.</p>



<p class="wp-block-paragraph"><em>The option debt compounding point.</em></p>



<p class="wp-block-paragraph">There is a level of accumulated integration overhead below which each new partnership adds cost at a manageable rate. Seams accumulate, but they accumulate slowly. Above a different level &#8211; when governance frameworks designed for bilateral relationships meet multi-party coordination at scale, when data architecture fragmentation across acquired platforms multiplies &#8211; overhead begins to compound. Each new partner creates more coordination requirements than it resolves.</p>



<p class="wp-block-paragraph">The April 2026 reorganisation folding Digital Industries and Smart Infrastructure into a unified structure is an intervention here. The intent is right.</p>



<p class="wp-block-paragraph">Whether it is early enough is the question.</p>



<p class="wp-block-paragraph">The signal that locates that boundary is not total integration cost. It is the rate of change of coordination overhead per marginal partner as the network scales. Linear growth is an engineering problem. Super-linear growth means the threshold is already behind you. Standard accounting will not surface this distinction. A localised measure of governance overhead near the current scale boundary will.</p>



<p class="wp-block-paragraph"><em>The AI co-orchestration boundary.</em></p>



<p class="wp-block-paragraph">Siemens has serious artificial intelligence capability. The Eigen Engineering Agent &#8211; generative AI applied to programmable logic controller code development, human-machine interface design, and hardware configuration &#8211; signals the direction clearly. Paul&#8217;s evaluation asks precisely the right question: can this become a forerunner for intelligence that moves and improves across the ecosystem, rather than remaining an efficiency tool within individual organisations?</p>



<p class="wp-block-paragraph">It can. But it has a governance prerequisite that does not yet exist: a defined model for what happens when an AI recommendation crosses an organisational boundary. Who approves it? How does it become visible to the broader ecosystem rather than just the receiving node?</p>



<p class="wp-block-paragraph">At current recommendation frequency, informal governance handles this reasonably well. Two failure modes remain dormant &#8211; a human bottleneck that delays decisions past their useful window, and ungoverned local action that creates internal inconsistency and erodes the trust of partners over time.</p>



<p class="wp-block-paragraph">Both have a threshold. The signal that locates you relative to it is not AI investment volume or capability level. It is the growth rate of cross-boundary recommendations. When that rate begins to outpace what informal governance can absorb, the three-tier co-orchestration architecture Paul proposes needs to be working &#8211; not being designed. The threshold arrives faster than most roadmaps assume.</p>



<p class="wp-block-paragraph"><strong>What this suggests for the framework</strong></p>



<p class="wp-block-paragraph">Paul&#8217;s framework is strongest as an architectural diagnostic. Applied to Siemens, it produces a clear verdict: the ingredients are there, the orchestration architecture is the next frontier, and the Dual-Force Model is the right frame for what that frontier requires.</p>



<p class="wp-block-paragraph">What the localised scoring methodology adds is a calibration question that runs alongside that diagnostic. Are the monitoring systems inside this ecosystem specifically sensitive near the threshold zones where each architectural gap becomes consequential? Without that sensitivity, there is a risk that clear-eyed insights remain strategic aspirations rather than operational triggers. The gaps are named. The interventions are clear. But if internal governance reads averages rather than thresholds, the approach to a critical zone stays invisible.</p>



<p class="wp-block-paragraph">Three adjustments could strengthen the framework here.</p>



<p class="wp-block-paragraph">Name the threshold zones, not just the gaps. For each diagnostic dimension, define the level at which a manageable deficit transitions into a reinforcing constraint. That transition zone &#8211; not the aspirational target &#8211; is where monitoring attention should concentrate.</p>



<p class="wp-block-paragraph">Evaluate signals on their accuracy near the threshold, not only their average accuracy. After each governance review cycle, ask which indicators were most accurate specifically near the zones that matter. Weight those signals more heavily in the next cycle. Indicators that perform well on average but arrive late near critical boundaries should be reconsidered.</p>



<p class="wp-block-paragraph">Add a participant-side threshold check. The framework is rightly orchestrator-centric. But the ceiling described for Siemens is partly determined by how partners behave. There is a threshold of intelligence return &#8211; insights, cross-sector connections, value flowing back &#8211; below which partners begin to optimise locally rather than investing in shared learning. Partner satisfaction scores averaged across the ecosystem will not locate that threshold. A localised signal near the intelligence-return boundary will.</p>



<p class="wp-block-paragraph"><strong>The real question</strong></p>



<p class="wp-block-paragraph">Siemens is not at risk of collapse. Framing it that way misses the point.</p>



<p class="wp-block-paragraph">The risk is quieter. It is the risk of approaching a ceiling that its own success makes difficult to detect. A moment when the self-improving dynamic either takes hold or quietly stalls &#8211; and the window for building the architecture that enables it begins to close.</p>



<p class="wp-block-paragraph">The ingredients are real. The diagnosis is right. What this piece adds is one further question: is the governance tuned to tell &#8211; specifically, near the zones that count &#8211; whether that dynamic is beginning or not?</p>



<p class="wp-block-paragraph">That is not a critique of what has been built. It is an extension of it.</p>

The idea of <em>partners</em> owning pieces of our value chain, or <em>developers</em> building on our platform, can feel like inviting chaos or losing competitive secrets.</li>



<li class=""><strong>The Reality of Ecosystems:</strong> In an ecosystem, control isn&#8217;t lost; it&#8217;s <strong>transformed from direct command-and-control to strategic orchestration and influence.</strong>
<ul class="wp-block-list">
<li class=""><strong>Value Proposition as Control:</strong> Our ability to attract and retain the best partners comes from the compelling value proposition we offer them – access to our customers, our data, our technology, our brand.</li>



<li class=""><strong>Governance as Guardrails:</strong> Robust governance frameworks (clear rules, transparent revenue sharing, defined IP rights, strong data privacy protocols) become our new &#8216;control levers.&#8217; They ensure fair play and manage risk, providing predictability in an open environment.</li>



<li class=""><strong>Trust as Currency:</strong> Building trust with partners is paramount. This demands transparency, reliability, and mutual respect, which in turn fosters stronger commitment and innovation within the ecosystem.</li>

<li class=""><strong>The Trade-Off (Risk vs. Value):</strong> Yes, there&#8217;s a perceived risk of losing control. But the immense value lies in <strong>scaling innovation and reach exponentially</strong> in ways internal R&amp;D or traditional partnerships simply cannot. Would Apple trade its control over every app for the billions in App Store revenue and the constant innovation brought by millions of developers? Absolutely not. This shift isn&#8217;t about losing power, but about <strong>leveraging it differently to multiply our capabilities.</strong></li>
</ul>



<p class="wp-block-paragraph"><strong>2. The Discomfort of Radical Change: Embracing Iteration, Not Perfection</strong></p>



<ul class="wp-block-list">
<li class=""><strong>The Instinctive Reaction:</strong> &#8216;Radical change&#8217; sounds daunting. It implies disruption to established processes, potential internal resistance, and a steep learning curve. We&#8217;re comfortable with incremental improvements, but a fundamental shift in business model can trigger anxiety.</li>



<li class=""><strong>The Reality of Ecosystems:</strong> Ecosystems thrive on <strong>experimentation, adjustment, and iterative learning.</strong> This isn&#8217;t about a single, perfect &#8216;big bang&#8217; launch.
<ul class="wp-block-list">
<li class=""><strong>&#8220;Minimal Viable Ecosystem&#8221; (MVE):</strong> Like a Minimum Viable Product, we start small. Identify a specific problem, a few key partners, and a clear value exchange. We pilot, we learn, we adjust.</li>



<li class=""><strong>Agility Over Rigidity:</strong> The ecosystem journey is inherently agile. We embrace feedback from partners and customers, adapting our platform and strategy continuously. This means leaders must foster a culture that tolerates (and celebrates) learning from failures.</li>



<li class=""><strong>Change as a Constant:</strong> The market is constantly changing. The <em>real</em> risk isn&#8217;t the discomfort of radical change, but the <strong>existential threat of stagnation and being outmaneuvered by ecosystem-native competitors.</strong></li>

<li class=""><strong>The Trade-Off (Risk vs. Value):</strong> The risk of internal disruption is real. But the value is <strong>accelerated adaptability, resilience, and the ability to discover entirely new revenue streams and market opportunities that were invisible from our traditional viewpoint.</strong> We&#8217;re not pushing for change for change&#8217;s sake; we&#8217;re embracing it as the only path to sustained relevance and competitive advantage in a rapidly evolving world.</li>
</ul>



<p class="wp-block-paragraph"><strong>3. The Human Impact on Progress, Measurement, and Momentum</strong></p>



<ul class="wp-block-list">
<li class=""><strong>Progress Slowdown:</strong> Internal silos, misaligned incentives, and a lack of &#8216;ecosystem literacy&#8217; can cripple progress. If our sales teams aren&#8217;t incentivized to sell partner solutions, or our legal teams are stuck in old contracting models, momentum will stall.</li>



<li class=""><strong>Measurement Challenges:</strong> Traditional KPIs (e.g., individual product revenue) don&#8217;t fully capture ecosystem value. How do we measure the value of shared data, accelerated innovation, or enhanced customer loyalty generated through partner networks?</li>



<li class=""><strong>Erosion of Momentum:</strong> Resistance, lack of clear leadership sponsorship, and an inability to articulate &#8216;what&#8217;s in it for me&#8217; (for internal teams) can lead to cynicism and a loss of momentum.</li>



<li class=""><strong>The Solution: Intentional Leadership in Transformation</strong>

<li class=""><strong>Lead by Example:</strong> C-level commitment isn&#8217;t just budget approval; it&#8217;s active sponsorship, communicating the &#8216;why,&#8217; breaking down internal barriers, and celebrating ecosystem successes.</li>



<li class=""><strong>Cultural Shift:</strong> Foster a culture of collaboration, external orientation, empathy for partners, and comfort with calculated risk-taking. This requires new values, reward systems, and training.</li>



<li class=""><strong>Talent Development:</strong> Invest in developing new skills – ecosystem managers, partner success managers, API specialists, data governance experts.</li>



<li class=""><strong>Re-evaluating KPIs:</strong> Develop &#8220;ecosystem health&#8221; metrics alongside financial ones: partner satisfaction, co-innovation velocity, network density, customer lifetime value enhanced by ecosystem.</li>



<li class=""><strong>Over-Communicate:</strong> Regularly share the vision, the progress, the challenges, and the &#8216;wins&#8217; to maintain momentum and combat fear with understanding.</li>

<p class="wp-block-paragraph">Building an effective partner ecosystem in systematic stages in thinking and design becomes increasingly critical, to build the mindset, skills and understanding of what this means in undertaking to yield the level of return in different routes to growth and value.</p>



<p class="wp-block-paragraph">Many organizations struggle with this transitioning from individual initiatives of partnering, mostly in partner agreements covering the supply chain, logistics and often in selected sales partners and distributors. These offer a foundation of sorts no doubt and are essential for maintaining the existing business but there is a whole different world of partner ecosystems out there to tap into!</p>

<p class="wp-block-paragraph">You move from pockets of value into value-sharing partnerships and network models that open up a very different potential. Yet this does take a very different mindset and leadership to set in motion. Hence, any move towards embracing Partner Ecosystems needs to be undertaken in incremental and learning steps.</p>



<p class="wp-block-paragraph">In my work the ability to project and present the compelling case for expanding capabilities, how ecosystems can open up a whole new world of richer diversity and different sets of discovery. You begin to gain increasing levels of interdependence in relationships that can drive a radically different innovation potential, more vibrant and dynamic by acting and exploring together, in finding common purpose and outcomes that are greater than the sum of the (present) individual parts.</p>



<p class="wp-block-paragraph"><strong>Unraveling complexity</strong></p>



<p class="wp-block-paragraph">The ability to initiative change, to tackle more complex challenges it is the ability to construct the potential to build, solve, share and exchange around mutual goals, to draw out combined but different experiences and knowledge, to build concepts that help unlock different complexities in growing, highly collaborative ways.</p>

<p class="wp-block-paragraph">Building out the arguments to make a compelling business change case for Business Ecosystems needs to cover significant areas to address and recognise. Any view needs to offer some compelling reasons to recognize that there is a powerful need to shift to a more modern, network-centric view for business operations and strategy. Compiling this set of opinions takes time to shape into a concise document.</p>



<p class="wp-block-paragraph">Here, I want to limit the positioning to two parts: today&#8217;s need to change our thinking, recognition, and design aspects toward business ecosystems and then provide a future awareness document.</p>



<p class="wp-block-paragraph">You need to recognise its multiple parts to make any significant change towards ecosystems as a business approach. <strong>So, my aim here is to provide a more comprehensive and forward-looking perspective, making the argument more compelling and actionable for C-level executives</strong>.</p>

<p class="wp-block-paragraph">So, firstly, I have taken a relatively comprehensive view of the recognition any shift to Business Ecosystems brings. It is recognizing this means undertaking considerable change over a gradual period.</p>



<p class="wp-block-paragraph">In any discussion, these would need to be drawn out, seeking out views on the required recognition (or disagreement) and then building the validation to make &#8220;perfect&#8221; sense to the person listening.  They would not necessarily be in this order.</p>

<p class="wp-block-paragraph">I have been spending a lot of my time working through Business Ecosystems, trying to get a decent &#8220;handle&#8221; on what matters as the most critical dynamics and, secondly, why ecosystems are rising in importance to support reshaping multiple business landscapes and determine what practices will unlock value and impact.</p>



<p class="wp-block-paragraph"><strong>Staggering as it might seem, 86% of clients perceive ecosystems offered by firms to be very similar</strong> and want to know why their time and investment in any Ecosystem will enable them to stand out and be differentiated with all its potential disruption in the risks it can pose.</p>



<p class="wp-block-paragraph">Ecosystems are complex, and I have been trying to encapsulate a (more) concise positioning statement to amplify what needs to be considered and where I think I can really help. Ecosystems are so important in our designs for the future, and a collaborative approach combining expertise, diversity, and knowledge is needed.</p>

<p class="wp-block-paragraph">There is a real need to craft bespoke strategies that will leverage distinct strengths. What sets those advising apart in a crowded field of advisors and solution providers and can create the points of differentiation needed?</p>



<p class="wp-block-paragraph">I was prompted to do this reassessment because of this startling point made.</p>



<h2 class="wp-block-heading">So where did this 86% of clients not perceiving ecosystems as differentiating enough come from?</h2>



<p class="wp-block-paragraph">I was reading a piece of research in the past week from Source, a global research firm called &#8220;<a href="https://www.sourceglobalresearch.com/reports/9500-emerging-trends-ecosystems" title="Emerging Trends: Ecosystems">Emerging Trends: Ecosystems</a>.&#8221;</p>



<p class="wp-block-paragraph">The report reviews the key dynamics, how clients interact with ecosystems in practice, and suggestions for differentiating. The report structures under 1) what really matters, 2) the importance of ecosystems, 3) ecosystems in practice, 4) differentiation and 5) client suggestions for winning more work and showing value in applying ecosystems.</p>



<p class="wp-block-paragraph">The report contains a sound number of messages on how to differentiate and what is needed, but it triggers a lot of deeper evaluation and reflection for me.</p>



<h2 class="wp-block-heading">I went through my own evaluation of differentiation</h2>



<p class="wp-block-paragraph">Within this evaluation, I worked with a generative AI tool to build up my thinking and provide a space for plenty of interactions, stimulation, debate and building up of my positioning.</p>



<p class="wp-block-paragraph">After a number of different attempts, dialogues, and further research, where my constant thought-provoking went, this emerged as a good place to be. It represents me and what I feel I can offer in an expanded version—something distinct and valuable.</p>

<h2 class="wp-block-heading"><strong>Reshaping positions is vital for all of us. </strong></h2>



<p class="wp-block-paragraph">The ability to break down complexity and recognize where there is opportunity enables a move towards a distinctive position worth evaluating and determining whether to go for. The result is not a &#8220;given promise&#8221; but providing what evaluations can provide. The value is in <a href="https://ecosystems4innovating.com/building-ecosystems-and-sustainability/" title="building ecosystem thinking ">building ecosystem thinking </a>and design.</p>



<p class="wp-block-paragraph">Ecosystem dynamics are becoming more urgent as a means of collaboration, co-creation, and sharing risk and investment. There is an increasing need to understand, visualize, navigate, and leverage ecosystem dynamics for business advantage.</p>
